HEY thanks everyone for the response! Even though it is about 4 1/2 months after I posted the question.
I ended up going with the Rugged Ridge mounting plate, X20 winch, Warn hoop and line keeper. No complaints so far used 5 times. Easy breezy install (big garage and lots of tools).
Oh and I just drilled and tapped 1/4-20 threads into the steel bumper for the license plate mount. Super easy and a whole lot cheaper than the garbage products out there.

Another vote for Maximus-3.

The Good:
The Bad/Ugly:
  • Instructions were not 100% correct, wasted time assembling in wrong order. They have since come out with version 2 to fix these issues.
  • Minor modifications were needed
  • Very hard to access nuts/bolts with a Warn Zeon.
I agree the instructions suck. I followed the install video on their website. And that was the problem I was thinking of, not having to bend or cut anything, but the inner bolts being nearly impossible to get to.

Sorry it makes you 'feel' that way. Look its up.
Thanks. I've been working with my counselor to find a safe space and as long as I go there twice per day and cry for a minimum of 2 hours each time I find my feelings are manageable.

I had tried to find evidence of these tabs and JL frame failure, but came up empty handed so I thought you might have some links or tech to support your position?

The .PDF install instructions are available here under the Technical Details tab and they only mention slotting a few holes, but no cutting

Perhaps there's a second Rugged Ridge winch plate I'm not finding? This one does specifically say it'll work with JL factory steel bumpers

Hopefully I didn't use up the full 2 hours, but I guess we all have different stress levels.
Here is the install PDS that says you need to 'remove' the bracket. When you actually take the bumper off you notice this Horn Bracket is a plate that closes the frame.

Dealer said that if I have tracking problems, it could void the warrenty. Please apologize to your counselor for me.

Wow, that red arrow appears to be pointing at air space, and they never used the term "cut" so it's impossible to know that's what they mean from reading the instructions.

Who's done this and experienced frame failure?

My counselor loves you, he's making $$$!

What "minor modifications" were required for the winch plate install?

Since the FCA design change of the skid plate brackets, we released the Gen 2 version of the winch plate that requires zero modifications to fit.

Excellent! Thank you for the reply @Maximus-3 ...I ordered your winch mounting plate last week and received it a couple of days later. Look forward to an easy, trouble-free installation soon! Props for super fast shipping and a great looking product. The finish on the plate looks great and very sturdy.

Confirmed. I didn't have to make any modifications for the plate to fit. However, I'm unable to get to the driver's side inner bumper bolts with the Zeon 10s mounted on the plate. The diameter of the socket is too wide to fit between the winch and the chassis. I've been looking to purchase a slimmer socket but unable to find one. The space it's just barely too narrow. So close that it seems that if the winch did not have the raised logo on the end, it wouldn't be a problem. The passenger side was not a problem with the right combination of extensions. What specific socket do I (and others) have to use to get to the passenger side bolts?

Are you using a 12 point deep socket ? These are often a bit slimmer. Also make sure all four bolts that mount the winch to the plate are still pretty loose. I was able to get to both of mine this way, but it still was a VERY tight fit.

Don’t mind us, we’re just going to keep on answering your question for years to come. Heck, you’ll probably sell the Jeep and we’ll still be here voicing our opinions, needlessly. People will be flying around in jet cars...we’ll still be debating the best winch mount plate.

A little late for you now but thought I would mention for others - the Warn winch plate comes with a "filler plate" that includes provisions for mounting your license plate under the fairlead at an angle. I personally added a flip-down mount (flipped up in this pic) but thought I'd let others know.
