All Black JL... Southern California here. The trick is window tint. Even for the "tinted" windows which are simply darkened and do not reduce temps and reject heat like a high-quality ceramic tint does.

Fronts were the first step, but it was a very noticeable and significant reduction when I went over the rear windows. The windshield with ceramic basically clear tint, also made a huge difference in not getting baked through the windshield

Ok this is kind of an odd question, so I've been in the market for a Rubicon or a Rebel and I've been really torn between the two but lately I've been leaning a bit more to the Rubicon.

A friend of mine had one and he says the Jeep always felt like an oven (had a hard top) that was impossible to cool down the interior even with the A/C on full blast. This would be my first Jeep and he didn't have the Jeep for a long time so idk if he's just being dramatic about it or if there's some truth to that. I live in Arizona where our Summers like to push above 110°.....
Get the auto start feature and start it shortly before you get in. Just leave the AC setting to where you like them and the Jeep will be much cooler when you get in.

I have the feature but did not start using it unlit just a few weeks ago. Thought it was more a cold weather thing but boy I was wrong.

Like you I live in the desert region of the South West and understand the importance of a good A/C unit. I will say I purposely bought my JLUR with cloth seats fully expecting the black leather ones to be way to hot in the summer like they are in our other vehicles. Our Jeep is actually cooler on hot days then our sedans.

I also live in the Scottsdale/Phoenix area and my JLR (Bikini w/black hardtop and factory headliner) cools down fast and stays cool! Maybe it is because of the small cabin but the A/C in my JLR works better than that of my 19' Ram Longhorn 4x4. (Which cools pretty well and has cooled front and rear seats) The Ram Longhorn is my 'company car' as I don't do cars-only had one car in my adult life not counting my first, which was a worn out ex-highway patrol cruiser...

That said, these vehicles couldn't be more different...I would drive both (maybe rent both for a couple of days) and decide which one best fits your lifestyle...Either A/C will work just fine.

You know they have a computer flash TSB to fix the fan noise, right? We haven't had ours done (build date around June of 2018) b/c I kinda think they are just turning down the RPM to lessen the drone of the fan's speed.....and in AZ, I'd rather have the cooling and live with the annoyingly loud fan noise (especially when spotting, lol).
they are. It adjusts the rpm down during normal operation at fan (blower) speeds above 5. It will still get jet level loud if head pressure gets up on the compressor or engine temp is excessive.

I did the same here in NC for our hot summers. Legal tint on the windows and added a headliner (Boom Mat from Amazon). It reduces noise and insulates the roof. The AC doesn't have to work so hard.

Not impressed with the A/C in the JL - it cools down, but need to run on MAX. Since day 1 brand new it has never felt ice cold coming out of vents. Windows are tinted, black hardtop and no headliner. Had the computer reflashed for loud cooling fan and did not degrade performance at all.

I wanna say when we got ours it was $525....but the aftermarket versions weren't available when we got ours either.

**EDIT** BTW, a few friends here in Phx have JKs with the black hard top, no insulation.....they get hotter in the summer inside and don't cool off well even with the A/C at max. Most of them have gotten the insulation panels for that reason.
That's not too bad, insulation seems to be worth the price going by this thread tho. I'll talk to my dealer and see if we can't work something out and maybe get the price down otherwise I'll look into sourcing from elsewhere like Grooster suggested.

i live outside Death Valley CA and nope i have np cooling my 2018 JL. just tint the windows even the already factory tinted ones and get the clear tint for the front to maximize your UV protection to 99.9%. and i find having a sun rider helps the since heat can escape through that part very easy. now when i open my doors it will be like 140 in there but the AC can push all that hot air out since none of the insides are very hot like seat belts, steering wheel, and dash.

X2 on getting the windows tinted, including the front.

I added ceramic tint to all windows, including clear to the windshield (I think it's spec'd at 70% LTV but looks clear) and there is a very noticeable difference in the amount of heat the tint keeps out.

I will be tinting mine with 5% all around and 30% front.. And i am talking about the ceramic tint! The good stuff ;) Here in AZ thats a must in my opinion.. It makes driving at night harder but deals with the heat better!

I have a Granite with black top JLR. I have seen 95-100 degrees and very humid temps. I'd say the A/C is very good. No problem with the A/C keeping the cabin very cool and comfortable. Both radiator fan and HVAC fan can get noisy when blowing full blast on a 95-100 degree day in the sun but cabin is cool.

I honestly am not sure how much any if the headliners reduce heat? I checked the temps of a few JLs , with and without, the head liners. A white one with black hard top and headliners was the same temp inside as a white with black hard top and no head liners. Maybe the headliners help with radiating heat? I don't notice it? YMMV.

Black hardtop here. I made my own headliner, guaranteed way more efficient than any commercial option and a ton cheaper.

I had the headliner only on one freedom panel on a +90 degrees day. Holding the back of my hand about 2 inches away from the naked panel, I could fee the heat radiate inside. On the headliner panel, nothing, no heat. Obviously, there will still be heat coming in, but a lot less.
