It just stretches over the end of the oil separator shaft.OK, so the million $ question is the smaller hole correct and perhaps the hole gets bigger when it's worn by the nub on the end of the camshaft?
As for what's inside, I'm at a loss.
But the traditional PCV valve that went into the intake manifold (not air cleaner tube), closed from high vacuum, when the engine was idling, which redirected any crankcase pressure to another tube which led to the air filter chamber to let blowby into the intake charge ahead of the carburetor. If it had let blowby air into the intake manifold after the carburetor, the engine wouldn't have a controlled idle. When the throttle was opened it reduced manifold vacuum and the spring in the PCV valve opened the valve to let blowby into the intake manifold .
