Looks like it was meant to be pulled off of something during assembly. Mistakenly dropped and left in your dash.

That would be my guess. That sort of thing isn't all that uncommon.

You might want to check your door alignment and look around to see if any screws were missed

(Full disclosure, we determined that my old TJ was most likely a Friday build (or Monday after the superbowl) - it had some ummm...minor discrepancies.)

Another vote for something left over from assembly. I found a couple of the plastic glass alignment tools they use for the hard top inside my JK.

Bypass line. You'll need some pliers and a set of 30 weight ball bearings...
