Actually, it has always been very common. I was a shift supervisor for some municipal garages for many years, and I found cars running all the time. Also, before key fobs, people would lock their doors with the keys in it and running.This was never an issue back when we had to put a key in the ignition...

Not sure what the solution is. Perhaps the engine shuts off after 1 hour if the key fob is not in the car AND the vehicle has not moved. Can you think of any downside to that?
