Emission Recall Slip - PCM

I went to register my vehicle and I was informed that I needed an emission recall slip from the dealership. Didn't seem to be a huge deal, so I went to the dealership to inquire further. They told me that the recall is related to the Powertrain Control Module (PCM) and they'd need the vehicle for a day to complete the recall. However, upon discussing the matter further and informing the representative that the vehicle has been regeared they declined to perform the mandatory recall.

Can they do this?
If I do find another dealership which is willing to complete the recall, do I need to remove the Tazer programmer prior? When they reprogram the PCM I assume that the gear ratio will be reset. Will the vehicle be able to drive, at least around the dealership until I reinstall the Tazer?

Please help! My registration is due and I am not sure how to resolve the situation.

Did you physically have it re-geared or did you just use a Tazer to adjust for larger tires? If it's just the tazer, remove it and have the service done. Your Jeep will drive fine. If you actually had it re-geared I suppose they could probably weasel their way out of it.

If you go to the mopar.com website, you can enter your vin (or register and start an account) and view your recalls and emissions recalls.

From their website:
"Emissions recalls include any problems encountered with and FCA US LLC product related to emissions standards. FCA US LLC will correct the problem, at no charge, even if the vehicle is out of warranty and you are not the original owner."

There is no case in which a manufacturer may elect to not perform a recall.
I looked this up earlier today myself. This is correct. It's government mandated, they can't refuse to perform a recall. If they do, ask for a written refusal from the service manager, and then contact either their parent company, or the better Business bureau, or @JeepCares because somebody's going to get fired. ?

Its a good thing the weather is nice out there.
California is beautiful state with a lot of great things. It's also has some big downsides. But, to me, this isn't one of them. I'm probably alive today because emissions have gotten much better. The air was really bad in 1968 when we arrived in the greater LA basin. My whole family had tears from the burning and our throats burned. It's hard to describe how bad it really was back then.

I think that people not from California generally think that the emissions standards in California are pointless. These people have NO IDEA how bad air quality was before the state started mandating emissions standards. When I was a kid I remember the same thing... the sky was brown and you could feel the smog burning your throat. This was the 80s and I understand it was worse in decades earlier (you are confirming that).

I lived downtown LA in the early 00s and i remember again and again how often I could see the mountains and how that was something new. Emissions standards.
