The radio could be losing signal due to trees on the side of the highway blocking line of sight to the satellites. I've experienced this with both my truck and my jeep. Does it lose signal for more than a minute or two? Come in and out until you break out into the open?
The outage is under 30 seconds. But it occurs on the same road a few 100 feet apart

XM will also drop out with a big dip in the road.

but what about if he changes his antenna on the fender?
Not sure I don't stress, I come from a life of records that skip, 8 track that could change in the middle of a song or cassettes thhaaaatt pllayyed liike thhiisss.
The original XM receivers before they were installed in cars let you move the antenna wherever you wanted.

I’m cheap…and I’ve done this on a few vehicles. I cut my factory antenna down to 16”?… and put a skinny vacuum cap on the end with silicone. I like it.
It did cut reception some. I still pick up decent FM signal about 25-40 miles away depending on terrain.

I recently changed my stubby antenna because the reception was cutting out in certain areas. I bought the 13” rydonair. But the reception still cuts out in the same areas.

I wonder if there’s another brand that may be better. Any ideas.

There are a few owners here who've reported favorably on cutting X inches off of their stock antenna (the one on the fender, as you've mentioned), and reinstalling the small ball at the cut point. See post #21, above. They reduced the length just enough to avoid the whipping effect, while preserving the desired terrestrial radio reception.

In regards to XM Satellite coverage, there are extremely small areas/pockets of dead spots even in areas out in the open where there are no visual Line of Sight Obstructions. I have seven vehicle subscriptions, and all seven vehicles experience the same interruption/signal loss in the same spots for a brief second or two.

Until u mentioned a second antenna I didn’t know it existed. I had installed the roof insulation panels but since the interference occurs in the same areas it doesn’t seem like the panels are causing the issue
Roof insulation should have a cutout for roll bar Sirius XM antenna. Interference from physical obstruction(s) is cumulative.

Note that Sirius XM requires line of sight to the various satellites. Is the area where it loses reception blocked by buildings / trees / a tunnel / etc?
I discovered that the SXM channels I listen to have satellites in the southern sky. If I catch a stop light at an underpass running east-west on my commute I lose signal until I have line-of-sight again.

We're fairly confident (but not completely sure since he refuses to acknowledge it) that OP is having issues with SiriusXM and not FM.
