Where's this clip go?

Good Morning. Asking this here as I've not the faintest idea what component it goes to.

So...I pulled off the driver brake light to put on my new fuel door mod and this was sitting down inside that rear quarter cavity, right below the brake light housing. Looks unused. I imagine it pops into a square metal hole.

I'd appreciate an ID and where this goes. ?
I've never seen a vehicle randomly shed so many parts.
