That just means that they have not paid California the exorbitant amount of money to test it yet. Per CARB, any part that effect the intake, exhaust, or fuel delivery need to be tested to verify they do not increase emissions past CARB limits. The test and registration process can be expensive. It may have not been worth it to AFE go through the CARB process even though their charge pipes have no effect on emissions.reading the fine print:
