I'm leaving mine until I decide to upgrade the bumper. It's not a big issue to me that it is there. I'm kinda indifferent to it. HA! Basically, it is YOUR Jeep. So, it's up to YOU! You like the look? Leave it. Don't like the look? Take it off - there's a link in a comment above that shows you how to do it yourself.

Is there a third option?

"Remove and kill it with FIRE!"

It's mostly about what look you prefer. Also bigger tires will rub on them.
I'm sure at 70mph you are losing 0.1 mpg or so by removing. Joking aside, it does add up. My mpg averages about 2 mpg lower than stock after removing the air dam underneath, adding rock sliders, putting on Rubi takeoff wheels/tires, and removing the Euro bumper thingies. The majority of that seemed to be the bigger tires.

Nope. There is just enough gap between them and the fender that mud goes through and runs all the way down over the bumper. Looks worse than just a bumper. I didn't really notice them until I drove down a wet dirt road. Made the front of the jeep look terrible.
Yes, for "Fuel Efficient" Mall-Crawlers your probably quite correct.

I can't comment about any gas mileage change. I removed mine before my first fill-up. Those things are just fugly.

I left mine in place and just took a razor knife to trim them out. There is even a “line” you can follow. Simple and looks way better. I didn’t by this for a gas saver so I have no clue if it hurts MPG lol

It is also the default EU Zone bumper due to their strict clearances for tires and bumpers. The pedestrian impact rules disallow an opening that would fit your arm in.
