So what is this panel between the front fender and the bumper? What is it for? Is it a splash shield or fuel mileage enhancement? It’s on my 2019 JLU Sport but I don’t see it on all Wranglers (not on Rubicons). Should I leave it on or remove it before I rip it off?

Removed mine, trimmed them and replaced the portion behind the bumper to protect the fog light wiring.
That's a nice detail. Better than just removing.

How did you trim it?

That's a nice detail. Better than just removing.

How did you trim it?
I used tin snips and then cleaned the edge with a utility knife and smoothed the edge with sand paper.

It took about 1 hour and 2 beers.

i'll keep mine on till i decide to get a winch bumper. it doesnt look all that bad.

Don't have them on my 2018 JLUS, would keep mud from covering front outside bumper. I kinda like the look? Always like the "stuf"f ya don't get, figures! lol

This thingy comes only on Sport/Sport S models. I don't know if it helps mileage. I think its main purpose is to fill in the wheel well a little to make the small wheels not look too crappy. If you get bigger tires it'll have to go.

Nope. There is just enough gap between them and the fender that mud goes through and runs all the way down over the bumper. Looks worse than just a bumper. I didn't really notice them until I drove down a wet dirt road. Made the front of the jeep look terrible.
