The High Tide and Xtreme Recon comes with a Performance Brakes package. I have seen it described as bigger pads in the calipers and also as bigger rotors. I was wondering which it is?

AnnDee4444, I found your Wrangler brake components table by trim level for Wrangler on a thread called Recon Xtreme Brakes. That helps. So, there is not just one Performance Brakes package. The changes seem pretty minor, to summarize.

I am surprised that in all the FCA years that there was never a Brembo brakes option for the Wrangler. Not suitable for offroad? I had Brembo six piston front calipers and 4 piston rear calipers on my 2013 427 Corvette. 20 brake pads. Typical high-end Italian, outstanding performance and artful design. They were impressive. Brembo must have some offroad applications.
Or, allow the Jeep brake systems engineers some additional latitude to address our very long 70-0 mph test results in the heavier trim levels of Wrangler with Xtreme Recon.

I had similar six piston Brembos on my 2013 427 Corvette and they were truly outstanding. Yes, bigger rims than 17' that decrease sidewall height on 35s and 37s would be a bad idea.

Car & Driver's road test of a 2022 High Tide implied the same. They observed that the High Tide under extreme braking was traction limited and not brake limited after observing the brakes approach lock-up repeatedly and then back off with the ABS kicking in. Lifting the XR (higher center of gravity), 35s (70 aspect ratio and offroad oriented tread), a big heavy Dana 44 in the front with HD tubes (added weight giving over 4800 lbs curb weight) did not help braking distances. That is all equipment that I wanted on my Jeep. But the trade-off is longer braking distances from 70 mph. So, good point, big Brembo calipers and rotors may not be the help that I was contemplating.

Wider tires would help. During that test, I wonder if they aired the tires to the recommended psi. If so, the tires didn’t have full contact which would extend the stopping footage due to more contact of the tire to the ground.
