Does anyone know if there was a change in the mounting of the metal cross brace that the splash shield bolts to or an insert that I am missing?

I thought I knew my Jeep underside pretty well - but I'm not recognizing the picture. Where is this...?

This is behind the front bumper, under the plastic splash panel. The two bolts on the plastic splash panel bolt to this metal piece that hooks onto the frame.

Technically that's the sway bar skid plate. And yes there should be nutserts there.
