I noticed that, too. It looks like he cut it out and then added rubber gaskets around the cutout and inside front edge around the winch.

From the photo it does look stock, I have a friend that has this bumper but it was modified for the winch-helps that he's a welder.

It's a Gladiator. Should have posted that. I like the look and it looked stock. Couldn't see that it was cut anywhere. Except for the winch part of course.
