While there are studies linking Vitamin "D" to the reduction of some cancers, and sun exposure does increase vitamin "D" production, that same Vitamin "D" can be acquired through purchase and ingestion of same, without the risks of increased cancer risks from skin cancer.

Look: everything in moderation. Pop your top, live life, wear sunscreen, dance naked every now and then and live/enjoy life. Infrequent top droppage and/or short trips (without sun protection) of same likely won't adversely effect your health. But don't run topless believing that it's an effective way to improve your physical health, maybe just your mental health.

Interestingly, there are some lines of evidence linking UV exposure to production of nitric oxide and release of anti-inflammatory cytokines, which have beneficial effects on blood pressure and modulating auto-immune condition, these are independent of its effect on vitamin D production (which mostly hasn't been shown to do much, contrary to much hype and hope). And a big cohort study in Sweden found significant increases in all-cause mortality among sun-avoiders independent of Vitamin D levels, particularly for conditions that might be plausibly affected by the above mechanisms. Take this with a huge grain of salt, of course, given the potential for confounding in such studies:

And melanoma is a famously easy-to-treat, low-mortality cancer, so the risk balance is probably shifted toward more sun exposure than our popular culture would currently suggest.
