Get up to speed (or slow down to match the speed of an open spot, you can merge either by being faster or slower, depending on where the opening is), and if there's no spot you can insert yourself (highly unlikely, but playing devil's advocate), ride the shoulder with your blinker on until a spot opens. Any interstate with an on ramp should have a wide enough shoulder to make this maneuver safely, in this extremely unlikely scenario. Coming to a complete stop in the on ramp is asking to be rear ended.

That's a yield, treat like a stop if oncoming. But, that wouldn't be an interstate where folks are going 80 either (at least, shouldn't be based on DOT on ramp designs these days).

As the yield sign says, if there's a car yield to them. It's not a stop sign or a slow down sign or a yield to your imaginary friend sign. If their on the road, they have the right of way, you slow just enough to pull in behind them. It doesn't mean yield to the guy you can see a quartet mile back either.
