That is a Turn Signal, enables brights, etc....Or are you talking about that little connector by the ignition button? Sorry dont mean to be a smart ass but it looks like you are asking what the turn signal arm is..... The little USB-C connector probably goes to a Radar detector or dash cam.

Never seen one in any of the BMWs Ive driven.

I believe you use that when you plan on switching lanes or taking the corner. LOL
