I ordered Rockslide Engineering slider/steps. I also have Bushwacker sill covers and would like them under the rockslide Rengineering steps. I know during install you have strip on the rocker panel that gets put on To absorb hits. Can I use the Bushwacker for that or should I put that strip on the Bushwacker sillguards or under them?

If Im understanding you correctly, you are worried about damaging the rocker panels above the pinch seam. If so, then during installation they provide a piece of protective foam to prevent rubbing and paint damage. If you're looking for a more permanent solution, you should be able to fit a thin protective layer atop the rocker panel.

Use the sill guards from RSE. Guaranteed to be compatible with their sliders and a whole lot more durable than the plastic Bushwacker stuff
