The problem with huge pay increases at the bottom is that right now a rising tide isn't floating all boats. The middle pay ranges aren't moving. Eventually they will have to as those positions will go unfilled as quality workers seeks opportunities elsewhere. Also, college is beginning to fall out of favor (for a multitude of reasons). Why spend 4 years and $100k dollars or more to get a job that starts at $25 hr/50k a year? Costco will pay that just for showing up.
