Honestly Facebook marketplace is the best place to get any sort of that. Lightly used tires and wheels together a lot of times they have the TPMS still in them. I'm talking like 3,000 miles on the tires, $1300 dollars for all four, and you get the wheels thrown in for free at that price!
You can even check the for sale forum here, I've bought 2 sets of tires that way.
I have a JLU sport, I've bought 2 sets of used tires and kept my original silver painted wheels. My first set of tires came with Rubicon takeoff springs and shocks which gave me 1.75" of lift. I've since changed the shocks for Bilstein.

Takeoffs are a very good option, Facebook marketplace down my way have many sets of 5 listed, some with less than 1K miles. I bought a used JLUR that had 20s (hate 20s) and I put 5ea. 17X9 wheels and BFG KO2s and the total bill quickly approached 4 grand. The take offs should already have Tire Pressure Monitor Sensors and run you way less than half of that figure.

I plan tire upgrade JL Sport 17" ,I wish to go with fatter rubber..The garage door sits too low and I can't go up more than an inch., and all has to remain stock without steering limitation.Is this even doable?
Ken, yes, it is possible, with wheel spacers. I have done so on two JLUs, including my current JLUR (2” spacers). 35K miles, but no problems with the ball joints - yet. With the increased scrub radius, I expect premature wear on the ball joints, which I can live with. I’m running 35/12.50s; before the spacers, at full lock the front tires would graze the LCAs.
