How often does it do this, and do you own a voltmeter?

Many, digital ,analog,voltage is 12.7 at lowest starting

First thing I would do is check for any obvious modifications or damage to the wiring under the instrument panel. Often this is where a dealer will install a remote cutoff or tracking device. A lot of times these are left unmonitored after the loan period and may fail.

Barring that, check during the no start event itself. With or without scan tool data available? Do you lose communication during the test? Pick a most likely point in the circuit based on the actual circumstances you’re seeing, and check for signal. If you’re only not getting signal to the starter, it’s a pretty quick check. You just need to set up the right rest points prior to cranking attempts which can suck without two people.

@mwilk012 does this for a living so my question is only for my own curiosity. Are there any diagnostic trouble codes present?

Also what does “won’t start period“ mean?
Doesn‘t crank at all? No voltage to the starter relay etc?

It's definitely in the ess or anti theft system.
