It will need to be flashed (new ones come as generic), throttle re-learned, VIN written, and the security PIN transferred from the RFH to the PCM. I'm sure some aftermarket scan tools can do it, but I'd strongly suggest having a dealer program it with wi-tech. They should only charge an hour's worth of labor for the programming at most. It takes about 10-15 minutes in reality.Thanks again for your experience. Yes, one of the scan tools was used by me for over a year. It's bluetooth. But it has history of working. The other was a borrowed Autel unit, plugged in directly to a security gateway bypass harness.
I took the time to make a gauge to check the PCM connector sockets. All good.

I hope you're right about the PCM being bad. I'll get another and try it. Can I try it out without VIN programming? Or is the VIN programming necessary for starting it?
Do not try to get a used PCM out of a different vehicle, it will not work. The security PIN can only be written once. I'm sure there's some developer tool that can force it, but I'm not aware of any myself. I know some engine tuners can do it.
