50/50 bleach & water in a spray bottle, cover everything with plastic if it’s on the vehicle. If its blood you need to use bleach !

Suggest trying Dawn Powerwash Dish spray, used it on gutters when scrubbing porch and they look like new!

If it's rust stains, use Barkeepers Friend. It will get rid of it. It won't damage the fiberglass/plastic either. Costs about $3 at Lowe's.

I’ve used a 50/50 mix of Lysol toilet bowl cleaner and hydrogen peroxide to clean the stains off of my boat hull. It truly is amazing. I’d wager that if that doesn’t work - nothing will.

Any updates?

Just picked up a used hardtop and the freedom panels are covered in this stuff. I've tried a magic eraser, dish detergent, etc and nothing works..any idea how to get this clean?
