I bought a cheap HF cargo carrier a few years ago to carry some firewood for camping. I tested it on the trail, I lost half the wood and the carrier was dragging on basically everything. (Mission failed)
Does anyone think using a 7.5" riser will work off-road.
Will it be high enough?

Shit, I initially thought you were joking. Apparently not?

If departure angle was an issue in the past then I'd be wary of how far out it extends prior to rising.

I thought if I could raise it enough it might not drag but I don't know if 7.5" is enough. The only other option I can think of, is to have my local weld shop make one higher.

Admittingly spit balling here, would installation of a front hitch and placement of the cargo carrier and its contents in front be worth the expense and effort for you?
Im not sure front would make a difference would it? Going up sure but what about coming back down?

If welding one is an option then have it go up diagonally directly from the receiver.

Doing some measuring. I think 7.5" would be close, more would be prefered. 9 or 10" should be good.

If I go this route, how much of an angle should I have it cut & welded too? Maybe 20-30 degrees?

You'd need to figure that out based on needing to clear your spare. Maybe a cardboard cutout? Maybe the shop would be able to look at it and give suggestions?

I tend to doubt it will help much, given the length (depth, amount sticking out the back) of the carrier, but you know all the dimensions so why not sit down and calculate the angles and see where you're at? Or mock it up with cardboard boxes or something and measure on your Jeep?

I'd look at a regular drop hitch that is reversible (drop or rise) rather than that butt-joint adapter thing. You can get adjustable ones to at least 12" up or down (or maybe more; that's the most I recall seeing off-hand).

Personally I'd look at a carrier that puts stuff over the spare tire or on the roof.

My only reasoning here being that your front hitch and weight being one better suited for the gravitational forces already placed on the front wheels by the engine bay.

I'm trying to understand how adding a hitch to the front of the Jeep would somehow provide more support than the rear receiver that's rated for 350+ pounds of tongue weight.

It's not the strength of either front or rear hitches that interests me, as you point out tonque weights that are not only substantial but probably no greater in front.

Rather---and I could be wrong--again just spit balling here, it is the transfer of that weight to the suspension that has me wondering if the front is better equipped given its design to support engine bay weight.

Jeep has certified the rear hit to support 350 or 450 pounds (depending on model). Are you thinking an aftermarket front hitch will somehow certify similar numbers?

The infrastructure of the rear is fundamentally designed to support that load. Please correct me if I'm wrong, but the front isn't.

Old pics, don’t have any others on my phone.
We have used a HF ATV basket. When we’ve traveled with it I’ve used it paired with our Kuat pivot, which not only is nice for access but also allows it to clear the 37” spare

I'm thinking that diagonal hitch would meet @Flip's needs. Any details?
