Dealers can "lojack" the car but they are supposed to disclose it and get your consent. If not then it might have been illegally installed.

It is most likely a trailer brake.
That makes perfect sense given the phone icon on the button.

You press the button, it calls the people in the trailer, then they apply the brakes.

Don't trailer brake controllers have adjustment controls that allow you to adjust the braking force of the trailer? I don't see any adjustment controls on that switch.
It's clearly a horn.

Yes, rotary phones do have a dial—shocking, I know. That’s how people managed to make calls before touchscreens and voice assistants came along to save humanity.





And believe it or not, most modern brake controllers aren’t stuck in the Stone Age—they’ve got Bluetooth adjustments now. Or, of course, there’s always the bold choice of buying the cheapest Curt unit possible and enjoying the thrilling “no settings whatsoever” experience.
