Never heard the flat spot reason/theory..I doubt that theory...Other manufacturers overinflate from the factory as well. Most common reason I have heard is to prevent flat spotting during transit of vehicle.
Have heard and believe, that the over-inflation is lets call it, is a by product of the process of seating the tire bead on the new rim during the tire mounting process. They need that increased psi to pop the bead and after the process, they never re-adjust tire psi.
