Same issue here. For me, just like the OP, it only happens when listening to talk radio, which is mostly Howard Stern. Some days I can go my whole commute and it doesn't do it, other times it starts right away. Switching to a music channel seems to make the sound disappear. I've had the Jeep for two weeks now and it started doing this on day three or so. I was struggling to find a way to describe it, but the Charlie Brown teacher description is spot on accurate.
I've played with the equalizer settings and nothing seems to help. If a move the balance/fade to the back speakers it stops making the noise, but when balancing out the speakers or moving them to the front the noise continues. JLU Rubi with the upgraded sound system as well.
I'd be interested to see if filling that void under the steering column helps this issue.
