The start button. The very act of looking for the codes key fob before starting is the function of the PCM security.

should F10 fuse have constant power to it when the vehicle is off?

It is powered by the N1 terminal directly from the auxiliary battery positive cable on ESS equipped wranglers. N2 on etorque models.

What was the last thing you touched on it before it stopped working?

disconnected both batteries, but i checked the fuse array & appears to be good

You can't tell by appearance, you need to test it with a Volt/Ohm Meter.

i did, continuity thru the entire bar from one side to the other

What makes you think you don’t have power at the switch?

Did you remove the PDC to access the auxiliary battery?
