Mopar hitch install

I installed the Mopar hitch to my JLUR and am having issues getting the two outer bolts on. The nuts only go on so far before being too tight to turn. I've mixed and matched and all are the same. I think this is how they are supposed to be, right? See pictures on and off. The bolt has another 1.5 inches before being tight and holding the hitch on.

What am I missing? FYI, it's a 3/4 inch nut.

It's a locknut. It's supposed to be tight. But you should be able to turn it with a couple wrenches.

This is what I had to take off originally to get it installed. There are a bunch of videos/threads online that all mention the hitch doesn't fit unless you take this off. It doesn't seem like this would fill my gap though.

I tried tightening the locknut with two wrenches but it's so dang tight. Maybe I need to try again.

Turns out I just needed warmer weather and more elbow grease. I had tried installing this a couple months ago when it was below freezing and my hands hurt from the cold. Didn't need the spacer, just turned the wrenches harder. Thanks everyone.
