Tow hitch install issues

So I don't know if I'm crazy, but my JL appears to have a bracket that I've never seen mentioned on any install video.

So those 2 outer bolt holes I need to install the hitch are being used, and are screwed into 2 captive nuts, welded to a thin steel plate.

Best I can tell, it's part number 68335618ac, called a "center bracket".

Is anyone familiar with this? Can I remove the bracket?

Yes, you remove tha Mopar Bumper Mounting Spacer and install your hitch.
