Heating Temperature Issue

I have a 2019 Rubicon, the temperature of the air blowing out of the top front defrost vents is not the same temperature as the electronic reading. At 70 degrees it blows very cold air. At 71 degrees it blows very hot air. This issue only occurs in the defrost, vent temp aligns with the setting on the electronic gauge. The issues occurs after about 5-10 minutes of driving, not right away. Dealer replaced actuator and heating coil, checked computer and after trying to fix on three occasions still cannot find the root cause.

Any help would be appreciated.
