Fuse F20

2020 Jeep Wrangler JL 2.0 Turbo Automatic
Why is there voltage on both terminals of FUSE F20 - (CBC 1 - INTERIOR LIGHTS)?

Terminal 1 to ground = 12V
Terminal 2 to ground = 3V (I think it should be ZERO)

Can anyone test this on their Jeep?

Mine measured 12V and 1V.
Fuse 20 goes to the Body Control Module - lord knows what goes on it that module. :)

My headlights and interior backlights don't work.

Have you changed the fuse before ?
Yes, I installed a spare fuse, but both are working properly. I checked them with a multimeter.

The wiring diagram for the headlamps shows four fuses going to BCM which controls the headlamps. I don't see them specifically pointed to the various BCM customers, so I'd check F20, 26, 28 and 29

I tested all fuses, but only F20 shows strange voltage.

That is strange. Looks like the only difference so far is that you measured 3V and I measured 1V. Not sure what that means, but it would be helpful for a few others to make the same measurement. Maybe the BCM? I would do a lot more testing before replacing that...
Does the headlamp indicator display in the EVIC?
Maybe start measure voltages on the headlamp connector or the BCM outputs? Have no idea how hard those are to get to...

the interior light do not simply shut off if you notice they fade off. This is usually accomplished by putting a larger capacitor to similar circuit on the light to kick in when it's shut off. this could be messing with your readings, Try an impedance to ground.
