Road tax is included in the price of the gas being purchased. Arizona is collecting taxes on a full tank of gas and less than one gallon of that tank is being used driving on Arizona roads.
There was a similar issue with cigarettes in Illinois. Chicago had passed a $1/pack tax increase. People went to Indiana/Wisconsin to buy cigarettes. So much so that the Illinios State Police were monitoring Illinois license plates at certain gas stations just over the border, then stopping those cars when they crossed back into Illinois.

Is it illegal to cross State lines to buy cigarettes? I believe the reason they did this was not because people were trying to pay less, it's because there was(and maybe is) a huge market in cities(Chicago in particular) for loosies and it was much more profitable and easier to avoid getting caught buying them in neighboring States.
Also @yokramer - C’mon, ya know I was digging Ca., not a real question. But on taxes, well, Ca having the highest gas tax at 70c vs 18c in Az is one of the reasons the article gives, they got some others like Ca’s special “clean” formulations. But left out refinery closures due to new regulations, emissions standards, fines, and Carbon Credit “tax, system”or whatever they call it.
Loosies were not a thing in Chicago, at least at that time. It wasn’t illegal to go to other states, but Chicago wanted their tax money. If you were pulled over and they knew you had purchased cigarettes, you were getting a ticket for whatever they decided you did wrong.
Then go to the casino ? Some Indian casinos had a heckuva cigarette business, even mail order for a time with tax free cigarettes. Wish I remembered more, but it was quite an issue back when.
The casino didn’t sell cigarettes, but they had a cheap dinner restaurant with really good meals. So he got a good meal and some entertainment on the money he saved on gas and cigarettes.
Yep- been there done that, great cheap dinners, not just Nevada, even at the closest Indian casinos. Uhh- but typically leave them an about $200 “tip” between the restaurant and the door.
at least get a couple free beers while leaving the casino’s “tip”.
Loosies were a huge problem in Chicago. When they were passing laws to crack down on it a local politician wanted to reduce the taxes to help stop the black market for loosies. It was on the National news.
