Sometimes that is easier said then done. I currently live in Arizona and while most of the state doesn't have emissions my county (and one other) do. However, its rather simple to grab a PO Box out side of the county and register the vehicle(s) to the PO Box. Its really that simple here.
South Dakota is a hot spot now for getting vehicles registered at. They'll even mail you the tags and you don't have to worry about emissions or ever dropping by. None of my Colorado vehicles are registered here due to the high taxes and fees. All of my stuff is registered in Florida but won't be for much longer. Car insurance in FL just shot up on my bill, enough to motivate me to move them to Wyoming, Alaska or South Dakota.

Just as a heads up, I know people who have done things like this. The local constabulary figured out they were living there and registered elsewhere. They got a pretty hefty civil fine for tax avoidance on top of having to pay the back registration, interest and penalties.

Again, do what you want. Just know that there is a potential down side.

Though if you are truly a temporary resident (military, working a contract job, etc.) you can keep your home state registration. But if you’re a permanent resident there is the potential, however unlikely, that you could get dinged.
