Lots of relatively small-time brokers out there. Just because they're small doesn't mean they're sketchy. I worked through a broker who used to work for the AutoCompanion/LeaseCompanion team and he was great.
Remember that all the broker is doing is providing dealerships with pre-vetted and confirmed buyers so the dealers can push volume without the typical back-and-forth and costs associated with acquiring customers. I understand why it may seem risky considering the discount, but it's a standard practice.

But the basic system of using a broker to order a car is totally normal. You shouldn't be skeptical of that in itself.

The dealership in PA offers 3% under and the broker 11% under. Do you still think it’s worth going with the dealership. I’m not very knowledgeable about using a broker. Is it a pain working with one? I believe they just charge a brokerage fee. I just sent an email and asking for what my all in would be. Trying to gather as much information and clarity on their process before i give them my business.I guess you’d have to do the math on 11% off MSRP vs 3-4% off invoice. I have no experience with brokers. How do they made their cut? Do you pay for the service or do they make a %?

Regardless of what direction you go, I recommend getting them to agree to locking in the price since there will undoubtedly be price increases between order and arrival.I believe they just charge a brokerage fee. I found that dealer it’s in Clarksville Md and I read some terrible reviews about them and am now a bit hesitant to work with them.I've worked with brokers for other vehicles.
You can find better deals here (no broker fees) for a wrangler. 11% off msrp is usually around 4-5% off invoice. I got 6% off msrp which equated to 13-14% off msrp. If I'm not mistaken there's a dealer in MD right now offering up to 8% off invoice. Do a search for @Ratbert recommended dealers list
