Iād take it to a different dealer. I would also compare it to another one on the lot to make sure you have all the gaskets. The rails really shouldnāt be your issue, weird that they replaced them.

Have you had it at the dealership in a rainstorm and taken out the service advisor to show him where itās leaking?

I had this bumper on for a little over a year. This is a recent shot of the backside with the light housing exposed. Depending on your bumper, itās not likely to get a lot of salt on it.
If itās water intrusion your worried about, mine are open and I have done several deep water crossings with no adverse effects.
I worry more about a loose stick popping up and snagging a wire more than anything else, but I havenāt found a good solution to enclosing the back.
