I noticed that when I start-up the Jeep, and apply the brakes lightly e.g. getting out of garage, they may whistle sometimes, and definitely the sound is NOT there after I have been driving for some time (and car has "warmed up"). Is this brake "squeal" normal to happen sometimes when the car is first started up until the brakes warm up? (car has 17,000 km, and brakes are working well.)

Is it a "whistle" or a "squeal"?? Mine might make a hardly noticeable "squeak" when backing out but nothing I would ever worry about.

Ah now that you say it, I think it is more of a whistling sound, (similar to what one can hear at traffic lights by many cars), not a sound of something rubbing onto something else, and definitely goes away after driving for a little bit.

I've definitely noticed something similar, often on cold and/or wet mornings when the Jeep has been sitting in the parking lot at work. Always gone pretty quickly after getting warmed up.

Of course I live in a warm country (Cyprus), quite moist as well (near the sea) but I'm pretty sure this is a Jeep thing:)

Most likely just flash rust on the rotors. Rotors will rust over ever so slightly when sitting, especially in humidity. Every vehicle I own has slight brake noise first thing until driven a bit (Ford Transit, GMC Sierra and, of course, the JL)

I think the bigger question is: does the noise start when moving, and stop when stopped? Or does simply pressing the pedal while stationary start the noise?

As someone already said, this sounds like flash rust wearing off. If you can make the noise happen while stationary, that is something else.

The noise does NOT occur when stationary and applying/pressing the brake (e.g. as you would do to change gear in auto transmission or when engine start-stop engages). The noise occurs only when the car is slowly moving and then I apply the brake to stop or slow it down, for example entering or exiting the garage. I think it is just flash rust.

This, esp. if the vehicle isn’t driven everyday or so, even more so if you live in a high moisture/salty air area.

My wife's Grand Cherokee loves to squeal first thing in the morning backing out of the garage. Never hear it again till the next morning. The mechanics I use say it just happens. Much more common with older cars though

Pull your wheel And remove the brakes pads so you can inspect them.

I replace all my brakes and rotors at 3k miles because stock brakes suck and did not perform. Most likely your pads are worn and you need to replace them.
