It is for IIHS not NHTSA, so not mandatory. But all manufacturers try very hard to get 5 stars in the testing.

The small offset front crash is very difficult. If the tire stays straight then it can push into the footwell. The tire needs to flop sideways to push the vehicle away from the barrier and absorb some energy. Some manufactures add a bar which intercepts and bends the tie rod to make the tire do this, but obviously this cannot be done on a live axle. Some like the Bronco have a bar which pushes the tire sideways before it can reach the footwell and also another bar to try and move the whole chassis sideways.

We don’t even know yet what they’re there for and why they were changed vs MY24/25. I can’t believe some people are this eager to go “I need those on my older JL” when you don’t even know what they’re for and how big of a difference it makes? If Stellantis adds a pink pig tail to the rear tire carrier, are you also going to immediately ask for it to be downward compatible?
I’m going to DM Benny to see if the pink pig tail is available yet and if will work on a 23 model.

Probably the first passenger side bracket was a rushed job due to all the Wranglers rolling over on the offset crash tests. It looked like it would be hung up off road.
The passenger side ones on the 24-25 do get hung up off-road and I removed it after the first off road trip. I hung so low that I didn't even use my sliders because that would hit first.

Could you please send us a photo with how it looks?
That's the plan. The Rockhard 4x4 sliders I purchased need to use the body mount bolt locations. The pictures in this thread lead me to believe they won't be accessible with this new bracket. I'll find out tomorrow.

I understand the idea. But it looks like the implementation of the idea was a bit sloppy. Because this could have been turned into a useful feature that people would appreciate. Make it a full frame mount slider that is solid enough to keep the tire/wheel from tucking below the body during an accident. And strong enough to survive abuse on trails, and people would be clamoring to get a set.
