Rear Seats Don't Fold Up?

Picked up my 23 JLURXR a week ago and was surprised to find out that the rear seats don't fold up. On my 20 JTR the rear seats fold up with a storage area under them. Did JL rear seats used to fold up? This is alot of wasted space.

When you fold the rear seats down in a JL, the base collapses to allow a flat cargo floor. A permanent storage container wouldn't allow that to happen.
