The rear seat doesn't lock into place unless the back is in the upright position

Page 51 of the manual: Use the retention straps to hold the seat upright. Thread the straps through the wire loops on both the "B" pillars.

I did read the manual but the seats sit at an odd angle. Thought maybe I was doing something wrong
