What defines the off road, or off highway vehicle for some here, and why?

What defines the off road, or off highway vehicle for some here, and why?
To me, if it can't get an inspection sticker in your home state, then it's an offroad vehicle. NJ switched over several years ago to an emissions-only inspection. They used to do a full safety check, and even a tilt test for lifted vehicles, but I haven't heard of anyone going for a tilt test in years.

We have a lot of those in Utah. Simply put they are vehicles which are not legal to drive on State & County roads because they do not meet vehicle code.

Many are shocked by Utah vehicle code.
Stubby bumpers - illegal.
Wheel spacers - illegal.
Tire poke - illegal.
Max Frame Height - 26" (for a JL).
Modified suspensions must have mud flaps that cover the width of the tire and extend below the center of the axle.

But... But... All those awesome Jeep pics at Moab!

Those Jeeps are all put on trailers once they exit BLM land. It's the only legal way they can travel on Utah roads.

Since someone will inevitably chime in that they have this and they do that...
Some UT counties are much more lax in enforcing vehicle code than others. Nevertheless, vehicle code does apply to the entire state.

So how do you know when you have finished your off road vehicle, and just move to servicing as needed?

Off-road/off-highway to me means it doesn't meet all the legal requirements to be driven on a public road. The kind of rig that gets trailered for off-road fun.

No. Utah vehicle code only applies to vehicles registered in Utah.

You can be ticketed if your vehicle doesn't comply with your State's vehicle code, but I'd think you would have to really annoy a cop for them to research that and issue a ticket.

Besides, Moab is one of those areas that is a bit lax on enforcing persnickety vehicle codes. They know who butters their bread.

I was shocked to learn that my stubby front bumper isn't legal in Utah. I ordered the AEV rig through Jeep, just like the 20th anniversary edition.
A lot of people are shocked by that, especially since we're pretty much the Mecca for hardcore rock crawlers.

Just keep those CO plates on that stubby bumper. UT plates aren't allowed on those. :)

Or they come from states with less restrictive vehicle codes? Non-moving violation type codes like you mentioned aren't enforceable on out of state vehicles due to free commerce laws. For the same reason you don't have to add a front license plate when you drive through CA if your home state doesn't require it (and some don't even provide one), but we are required to run one as residents. They cannot expect you to build/modify/maintain your vehicle to their code when passing through.

Should have read the whole thread as you already knew that...

You mean the mountain bikers, hikers, the climbers or the visitors to the State and National parks.
