When you get a roof rack, often times they give you the maximum weight limit in static load conditions. I.e. a stationary vehicle. The dynamic load limit is always significantly lower.What do you mean by high dynamic load?
Usually about 50% or more. It basically means the load limit while driving as it needs handle the inertia of the mass in all axes.
An example would be the Gobi rack.

- 400kg static load
