I have a Rubicon 33 spare tire on my OEM spare tire carrier. I want to add a spare tire rack cargo mount like the Smittybilt. At what point do I worry about the extra weight on the tailgate affecting the hinges or capacities of the spare tire carrier itself? I would like to be able to carrier a 5 Gal fuel can at least.

I think 5 gallons of fuel is fine. The Mopar oversize spare tire reinforcement allows me to carry a 37" tire on a heavier rim, but the reinforcement doesn't actually touch the hinges. In my opinion, Jeep is telling me that i can add a bigger tire (which are always heavier) and that the hinges aren't a concern. My combo is about 40lbs heavier than the stock combo and I can tell you that the hinge's don't function ANY differently swinging a 110lb tire/rim than they did the stock wheel and tire.
