No, 5w-30 will be slightly thicker across the temp ranges. It's slightly less viscous at both of the blended ratings.

Will it be valid if I say that starting the Jeep with 5w30 at 40 degrees will be like starting the Jeep with 0w20 at 30 degrees? Identical flows but at temps 10 degrees apart?

No at colder temps the left side of the chart starts to separate more. But you could say that 5w-30 at 40 will be similar to 0w-20 at a colder temperature, it would just likely be further apart than 10 degrees.

20w50 shouldn't even be called an oil at 0 degrees

What you are looking for is the resistance to flow, at what low ambient temperature, between the oil weights. 5w is good for -30 below and 0w is good for -35 below. Please see the oil chart below:
