2021 Wrangler
I'm looking for a contact on the fuse and relay board for high beams on a 2021 Wrangler, so I can wire some driving lights to come on only with my high beams.

I see helpful dialogue about digging into the front wire harness for a white/grey high beam wire, but isn't there a contact somewhere on the board so I don't have to cut into the harness?

The PDC (aka fuse box) doesn't contain a triggered high beam wire because the BCM (Body Control Module) handles headlight switching. The best way to avoid splicing into the factory headlight harness is to purchase a pigtail with factory connectors.

You can use this with a relay, not to wire directly, if I understand correctly

Are these actually available?
@KC HiLiTES has a version (as mentioned in the above post); it's the best because it also has connectors for fogs, lows, and halos. I use a prototype unit given away on this site for field testing (thanks again KC!).

Stedi UK has one that's often out of stock. There are probably a couple others out there. Another option is to buy the connectors and DIY it.
