Help with Mopar steel front bumper install

Bought a take off steel bumper from a JL and went to slide the 8 bolts through their guide holes and it keeps getting hung up. On inspection I found it was getting hung up on a steel piece that wasn’t even present on the bumper of one of the installation videos that I watched. It looks like it’s part of the metal bracket with the crush cans that the fog light housing bolts on to. Anyone have an idea what’s up with this thing ?

I had to drill out the furthest driver side holes to make the bolts fit as the holes were smaller than the rest.

Weird, I would not have noticed that and mine were too ? thank you. Had to drill that out and it was still getting hung up on the metal on that passenger side but I just impacted it on the rest of the way.
