Help With Fuse 31

With the Jeep off, the keys in a faraday box, and after sitting for over two hours fuse 31 shows 0 amps. I confirmed fuse 31 is good and the internal fuse of the multimeter is good. I tested with the multimeter set to mA, as well as on the 10A setting using the 10A port. I tested multiple times with the same results,

Ok, so I got Fed up with the draw, and decided to rip apart the lower dash to see what was going on. I found that a custom cable manufactured by Cability inc was installed attached to the OBD connector. Then I unplugged a small offshoot cable from that custom cable, and bam - no more draw on fuse 31. I had called my dealership, and they assured me no GPS Tracker was on the Jeep. But my Boroscope told a diffrent story. They hid it amazingly well. Here is a picture of the custom cable, and the GPS tracker removed from the jeep. Once again proving that my stubbornness to find a problem is not insane, despite what my better half says.
