Help With Fuse 31

With the Jeep off, the keys in a faraday box, and after sitting for over two hours fuse 31 shows 0 amps. I confirmed fuse 31 is good and the internal fuse of the multimeter is good. I tested with the multimeter set to mA, as well as on the 10A setting using the 10A port. I tested multiple times with the same results,
