yes its a plastic plug. you can locate it from inside. under the dash. when you find it, just push it out. its pretty easy.

I tried to reach it but my arms are to big to get in there (damn Arnold Schwarzenegger muscle building DVD). Tried to get my 4 year old granddaughter to do it but she said she didn't want to get dirty. Also tried where the hose goes through below it but the grommet is tight to the hose.
On the JK there was a large piece of foam under each cowl you could easily run wires through.

i reused the plastic plug. you can drill or cut thru the plug with a utility knife. or you can go to home cheapo or lowes and replace it with a rubber gromet. eventurally i'll replace mine with a rubber gromet.

Just used it this week for the oracle side tracker lights. As stated you can grab one of the pegs and it’ll pull right out.....or you can take a few of the inner fender well plastic rivets out(along with 3 screws) lay it down on the tire and you can look right in and see the grommet. Just reach in and go from there.

Hey Mike, that was too funny about your 4 year old granddaughter. It brought back memories of a similar situation.
My brother asked me to change a toilet for him. Somehow one of us kicked a tool into the 3” PVC waste pipe. I could see it about a foot down but I can’t even get my hand let alone my arm down 3” pipe. I had come up to his house with my car and basic tools so I didn’t have the magnets or pick up tools that are in my work truck.
My plan was my 6 year old niece and her nice skinny arm with a plastic kitchen garage bag over it. She looked down the hole looked up at me and shook her head no.
A little begging and a little bribery I finally got her to do it.
