The more I look at it, and I just grabbed the riser brackets I have, you do have them on there. The offset of SWVA JLUR's wheels pushes his tire out of the bumper pocket a bit and is probably what's making his fit, as you can also see he's using the much longer tire bump stops that are included with the kit. There are spacers that the riser includes which can be used to push your tire out a bit, your pics don't show if they're installed or not. It includes 8 of them, so you can use none, one or two on each of the 4 corners of the carrier. That might help if you don't have any installed. There will be 2 spacers directly against the tailgate to accomadate for the thickness of the reinforcement bracket, those don't count.
Your other option is to move up to the Teraflex Alpha carrier, as it has 3 different mounting heights you can use, or possibly something like the Rough Country relocation bracket that moves the carrier up more than the 1.25" that the Mopar brackets give.
